Sam Rumschlag researches the political interactions between the pastoral nomads of the Inner Eurasian steppe and the sedentary agricultural societies with whom they interacted. He is especially interested in the phenomenon of pastoral state formation and administration which took place without an urban administrative center or significant bureaucratic assistance. The question of whether or not pastoral states evolved in response to and reflected the workings of sedentary states is central to his research.
